Bio
Paul is a health economist, public health researcher, project manager, and educator based in Metro Manila, Philippines.
He has conducted economic evaluations, budget impact analyses, and cost analyses of a variety of interventions, including preventive chemotherapy, drugs, diagnostics, rehabilitation services, and the establishment of adolescent-friendly health facilities. He provided technical assistance in developing benefit packages for rehabilitation services and mental health for the National Health Insurance of the Philippines (PhilHealth).
Paul has published 17 peer-reviewed research articles in which he utilized his skills in epidemiology, statistics, systematic review, meta-analysis, program design and evaluation, cost-analysis, stated preference methods, qualitative research, and diagnostics. He has also worked on 18 research projects, six of which he was the principal investigator or co-project leader.
As a professorial lecturer at the De La Salle Medical and Health Science Institute, Paul taught courses on Health Economics and Health Technology Assessment for the Master of Public Health program.
In addition to his research, project management, and teaching work, Paul is the Co-Founder and Chief Technical Officer of metaHealth Insights and Innovations, Inc., a consulting firm that specializes in management and implementation science, economic evaluation, health technology and assessment, and analytics.
Paul holds a Master of Public Health in Economic Evaluation and a Master of Health Management, both with excellence, from UNSW Sydney through an Australia Awards Scholarship. He is currently pursuing a PhD at the Kirby Institute in UNSW Sydney through a Scientia Scholarship, with a thesis focused on the examination of the cost-effectiveness of Neglected Tropical Diseases (NTD) control interventions.
